depends. it will be harder to do if you are assigned to sea duty. any requests to attend college must be approved by the command, and they CAN deny it. In fact, they probably will, at first. It will be expected that you first concentrate on qualifying in your workspace, which you won't be able to do until after you complete up to 120 days of Mess Cranking(something everybody below E5 does).
Additionally, don't expect to able to attend school full time, even if it's nights.. your Navy duties will always come first.

as early as getting to your next duty station, put in your req as soon as you find out what college is there or close by.
