There has been much controversy and a lot of shifting over the official plans for the use of the WTC grounds, but under no accepted plan were there plans to build a grand mosque.

I doubt that. Regardless of the fact that it was extremists and not Islam that committed the atrocity, I still think that it would be a kick in the nuts of America and a slap in the face to those who died or were affected.
