just talk to her mate. what is the worst that can happen? if she says she is not interested is it the end of the world? no! you just move on to somebody else you may like.
just introduce yourself and say you've been meaning to say hi and talk to her and maybe compliment on her dress or something else you liked on her or something that she has done. maybe something she has said in the class.
this will get the conversation going and then you can take it easy and ask her where she is from and go from there.
if she is interested as well, then great, but if she says no you will actually feel better because you will open your eyes to other possibilities.
good luck...

Just walk to her.
But seriously, if it was that easy I don't think you'd be asking for advice.
Think of a good excuse. Some simple ones are talking about the class, commenting on something she did or said, or something she's wearing. Nothing generic ("you look cute"), specific is good ("nice earrings, where'd you get them?").
One thing that works for me when I go out is soliciting opinions. If the topic is interesting, girls love to talk about them. Asking about who they think should pay for dinner on a date, or what they think about something that happened in the news (preferably light) or anything to do with gender differences or astrology works. Approach it that you were talking with your buddy and you decided to get a woman's opinion.
If you're feeling a bit cocky, humor is always good, especially teasing. Saying something like "Hey, I bet those shoes were cool about ten years ago." or "So you think men should pay huh? How's that different than hiring an escort?" with a sly smile works a ton, if you've got the charm.
Additionally, if you run out of things to say (and chances are, if you've never talked to her before, that'll be pretty quick), just excuse yourself and cut out of the convo. You don't have to sweep her off her feet right there. Just say "Nice talking to ya." and turn around and walk off. Or make an excuse "Nice talking to ya, gotta go now." and be proud of yourself for getting the courage to walk up to her.

Just do the direct approach. Walk up to her and say hello. Don't complicate it. Just get in there and give it a go. Be friendly, smile, and be yourself. Don't act macho or tell stupid jokes. Be sincere and polite.
Don't expect too much from the first meeting, but at least make contact. You don't need any special reason or circumstance.

do some "research", find a common ground, you know, similar interests, and get your way from there. like, if she's into a certain band, sit near her, start flipping a magazine with the band on the cover, then maybe she'd be the first to talk to you about that.
