Maybe Piri Reis in 1513, certainly not earlier because the web page says there is no older map showing the Americas. Another web page says Mercator published a world map in 1569, but it either wasn't very good, or wasn't very widely known, because the Piri Reis page says the position of China relative to North America was misunderstood maybe as late as 1640.

No one 'created' the world map. Someone drew one that I am sure.

suppose you mean make up a new world and do a map of that? what I like about the real one: seems it once was one 'land'. and I like the way people used to think of the world: being flat. so I would take a piece of paper and cut out pieces like a puzzle, then arrange them like islands in the sea. all sides have to be land, otherwise the sea would disappear in the universe.

This is the problem. It is not who created matters,but have they created in full or there are some areas undisclosed for top secret activities?.We will know only what is published.
