Make sure he's actually using shampoo. You know how kids can be. They may tell you that they washed their hair, but only wet it, or tried using a bar of soap, or something of that nature. He could be playing in the water, but not really washing his hair thoroughly.

My brother had a little bit of a problem too, he had really greasy hair and it was a bit smelly...he showered all the time too...mom suggested he use JOY dish soap and he didn't have anymore problems...he used it a couple of times until the problem went away and then would use it only if it came back.
If it is really becoming a problem don't hesitate to check with a doctor=)

My son has had the same problem since he was a young child. (He's 21 now) The only thing I can surmise is that it's from his head sweating. It is really bad, and I hate cutting his hair because of the smell!

I wonder how long his hair is. If it's long and not properly dried, it can develop a kind of mildew. Shorter, very dry hair should not do this. Give it a try.

does he tell you that he washed his hair?Try washing it yourself (in the sink of course)and see if the smell is still there.
