It's as if they have some kind of 'spring' in their step...is this genetic,or what?

its morphological in that their metatarsals are long so the need to create a wave thus spring

Habit. My brother walks on his toes in my mothers house b/c her floors are not solid. If he walks normally it rattles the pictures on the walls.

It's because of the 5" heel tacked on the back of their shoes

That happens if their legs aren't quite long enough for their feet to reach the ground.

my son does this due to his achiles (sp?) tendon being tight he also has cerebral palsey but the only noticeable trait is the walking on tip toes

Something's probably wrong in the hip joints. My brother and his son do that.

I've never actually seen someone that seems to naturally walk tip-toed...
