I was in the same boat last year. All I did was ask him if he wanted to go out some time, and he said yes. Alot of the time, the guy that you want to ask out really wants to ask you out. So you might want to take that into consideration. He might want to ask you out, and is just too shy to come and ask you. It might be a relief to him if you ask him out.

Well, the fact that you're not shy is already very helpful,
'cause me, for example, I'm in the same situation, but I am shy.
Just start talking to him (about small stuff), and then ask him out.

Start off with small talk, try to start a friendship. Doing that will give you an idea if you have anything in common and there is any chemistry.

Just walk up to him, ask him can you speak to him for a moment, then tell him that you like his style and other things about him and would like to go out on a date with him. (make sure you have the day) So you say like this... "Does Sunday night sound good to you?"
It should work.

best thing to do is start hanging out with the group of people that he hangs out with. This way you learn more about him and if his circle approves you, he's more apt to approve of you also. Once you start hanging out in his circle, you should get to know him better and feel more comfortable around him. Good Luck!

Just go up to him and say "Hey _________, how are you?" He'll say "Good, you?" Then you say "I'm good, how about that rain the past few days" He'll say "Yeah, I hear ya" Then you say "You know, I was wondering, do you want to go out with me?" He'll say "Sure" and you're set.
