Kundalini is the serpent power that lies inside all of us. It lies dorman in most of us. We have to awaken it in order to experience it. That's what your question is, "how to awaken the Kundalini power".
Human body is divided in 7 chakras- moolaadhara, Swadhishthaan, Manipur, Anaahat, Vishuddhi, Aagya, Sahastraar. Kundalini's usual place is the moolaadhaar chakra (the base centre) that stays close to the perinium in human body. This is the seat of the Kundalini power. When awakened, it goes up to Swadhishthaan chakra, and all the way upto Sahastraar chakra. Physically speaking, it is a wave of electrochemical impulse that travels through these centres, and then comes down, titillating the centres meanwhile. The sensation is very powerful, like thousand orgasms, and impossible to handle by the people who are not properly prepared for it. So, preparing your body for the experience is very important. A very short dialogue on what you should do.
Practise sitting still for at least 3 hours. Sitting motionless is important for awakening Kundalini. That's why you have to learn Hathayoga. Then practise to calm your breath, that comes through pranayama. Then practise to control your praan energy. This comes through Mudra. Finally do all these together, which comes through Bandha. Read the first reference book that I mention below.
Practise shambhavi mudhra, Khechari mudra for Agya (ajna) chakra. If you practise aasanas for Mooladhara and agya, it will be sufficient.
Some people use drugs for awakening. But it is not advisable. As it has negative effects if not done under strict discipline. Some do karma yoga, some do Rajayoga. Naad yoga (use of music) is also effective. I would suggest you to learn all of this, and practise each. After sometime you will realise that youare most comfortble with one of the methods. That you can take up further. Look at the books below.

Symptoms vary from person to person depending upon his karma. What Dnut said is quite correct. It is always difficult to put such symptoms in a fixed rule. Surprisingly most of the symptoms of kundalini awakening are same as a mental patients that is why modern people misunderstand kundalini One sure symptom in the beginning is sudden bursts of unexplained illness coming and vanishing suddenly and change in group of friends / relatives symptoms are different for different people and different stages I agree with my brother Asura that the things about kundalini can not be discussed here and those who tell have only book knowledge

awarness is fine to awaken kundalini sometimes can be awakened by somw of the indian masters by giving you as we call shakti pat or some other source sun gazing also leads to enlightment and kundalini effect will follow and others dormant powers will be activated

I liked the answer of 'cliffpotts2005'. If you want to know more about Kundalini jagaran you can read the book "RAJA YOGA" written by Swami Vivekananda. He told some methods, but he also advised not to perform these without the supervision of any gurus.
