I can't answer for a man, but for a woman I can take a stab at it.

This highly depends on how the female partner obtains an orgasm:

Some woman orgasm from one of the following, some lucky women can obtain orgasm from multiple methods.

-Anus - inner walls of the anus
If the woman obtains orgasm from the walls of her anus, then size can come into effect. As long as the penis is large enough to enter the anal canal, should be good to go.

-Clitoris or outer area of the vagina
If the woman obtains orgasm from friction or rubbing on the outer area of her vagina, then size does not really come into play as long as she's grinding up on something, there is stimuli.

-Mental
Some woman can have orgasms simply by mental stimuli, passion, love etc... In this case, penis size may not be a factor, unless her mental stimuli involves large penis. :)

-Gspot or inner walls of the vagina
If you're looking for female ejaculation, meaning woman orgasms approximately 1 liter of white liquid then size may be a factor. Well, judging by how many men ask this question on a daily basis, I'd say it actually matters to a LOT of men. As far as women, some say yes & some say no. I say hell yes it matters!
My last boyfriend, Mike, had the smallest package I have ever encountered in my experience & that was such a disappointment! I don't care what you say about how you use it or the motion of the ocean or any of that stuff - if it's not enough there to work with then forget it . . .

As a woman as long as it is within normal size ranges I'm not bothered it doesn't have to be enormous. In fact i found guys with the biggest manhood were the worse lovers but if a guys manhood was really small i would probably have a problem.

I think extreme sizes matter, way to big or way too small. I am far more impressed if a main knows how to use it. PROPERLY!! :-)
