I'm not quite sure if he fancies me, though we hang out occasionaly and have a good time together. So, should I take a chance and ask him on a proper date or not???

perhaps you should not call it a date.. try invinting him for LUNCH - looks less... less DATE.
but is it a good change to get to know him more and to get to be known by him.
I experienced it that way.

Every girl knows deep dwon when a guy is interested so you wouldnt be contemplating to ask him out unless you were sure that he feels the same way, so why not life is to short to keep wondering what if , so yes take a chance if it doesnt work out at leat you will of known

Yes..if it comes to the worst, he'd politely say no..I think it's worth a try rather than you wondering about it all the time..I know it takes some gut..but what the hell...
