Download DosBOX, this is a piece of software that enables you to run older software under XP, i've used it for quite a few things, can't remember if i've run Simon on it but give it a try.

Just installed Simon 2 on it works fine, sound needs some tweaking but it installed and ran ok, so Simon 1 should be fine too.

try downloading a patch for it if that doesn't work then do the following right click on the short cut and go to properties the the compatibilty tab. tick the box next to run this in compatability mode for.... and set to windows 95...... click ok and your done. A work of caution though some older 95 games run in dos so if that setting doesn't work try setting it to dos. Neither setting will affect your pc :)
Have fun :)

install the game, then go to its directory, and right click the application, and select Properties. Click the compatibility tab and choose Windows 95 fron the menu.

You have to contact with the company that made that game, they will give you a patch.

In properties of .EXEcutable file you may try to specify in wich mode you wish to run it... there should be something like "DOS mode".
