you will need to insert 'sections' into your document and tell word that you want the page numbering to start in section 3.
to do this, it is probably easier to have the show or reveal codes feature turned on so that you can see exactly where teh sections you will insert are going to be. inserting a new section into a document will only print out as a new line (i.e. as if you inserted a hard return) and will notshow on a printed document but only show on the pc screen if you reveal the codes.
go to a line on the first page of your document where there is no text, click on the insert menu and then click on 'break'. a dialogue box will pop up and select the option for section break: continuous and then click ok. go to a blank line on page 2 and do teh same thing.
then go to page 3 and click on the view menu and selct 'header/footer'. go to the footer of page 3 by pressing the down arrow once. it will show on the screen that you are in the footer of section 3.
click on the insert menu again and select the option for 'show number on first page'. if you want the page number to show up on page 3 to be the number 3 then just press ok now. if you want the number to show up on page 3 to be another number, then click on the 'format' button in the insert page number dialogue box and type in the number you want it to start from.

OK, I know you can make the numbering start at a certain number (Insert -> Page Numbers ; press Formatting button, then set the option to "Start at" and set the number); I know how not to show page number on the front page (in the Insert -> Page Numbers dialog, there is a checkbox "Show number on front page" or something like that).
But the first and second page... If I had to do that, and I could print, I would print out the first two pages, then insert page numbers, and print the rest of the pages. If you have to submit it electronically... I don't have the solution to that one.

Page numbering in Word 2003 is a section property. Since you want two different styles of page numbering, first break your document into two sections - the first with your title page and table of contents, and the rest with the remainder of your document. Then go to the header / footer of the first section and set that section to not display page numbers. Now if your title page and table of contents is two pages long, the first page number that is actually displayed will be on page 3.

After your contents page, insert a section break...
Go to
Insert....
Break...
Under Section break types, insert a Next page
Then with this new section page, you can then insert your new page number starting from page 1...
Go to
Insert...
Page Numbers...
Check the Show number on first page box, and ensure that under Page Number Format, pages start at 1...
Ok... Ok... and wala, u have your page number 1 on the third page
