Not at all. Beer is just brewed and it's beer.
Bourbon starts out brewed similarly to beer, but then must be distilled. Its alcohol content is many times higher than is ever possible via brewing alone.
There are no "brew kits" for bourbon, but there are essence kits that you can add to neutral alcohol (vodka) to make it taste like bourbon.

Bourbon requires distilling, something you cannot do with a homebrewing kit.
