There are two main reasons:-

1. Bathing only removes superficial dirt - rubbing with a towel afterwards removes more, along with dead skin cells and other stuff that has been loosened by the bath.

2. When you have a bath the dirt that is removed from your body floats around in the bath water (along with the soap, shampoo and all the other stuff you might use). When you get out of the bath some of that inevitably sticks to you. Basically if you have a bath then you are bathing in your own dirt! If you want to be cleaner after a bath then take a shower afterwards (or save water and just take the shower!)

Because we are not thoroughly clean when we get out, so rubbing with the towel akes off more dead skin cells.
Look at the bath water too, that's what you're soaking up with the towel and it isn't exactly clean is it?

you need to use a shower gel which has an exfoliant in it or when you get out all the dead skin cells dry and flake and thats what makes the towel dirty...they rub off on the towel ..a good exfoliant takes away the dead skin whilst washing..

Dead skin cells can still be rubbed off by the towel, even after a shower. In addition, a damp towel will become mildewy if allowed to remain damp for a long period of time.

or... perhaps you need to wash a little more before getting out of the shower.

dead skin cells can still remain and become loosened after bathing and the vigours rubbing with the towel makes them come off, using some kind of exfoliating pad loofah scrubber woteva stops this from happening

It will be dead skin that has come off in the bath try using a loofah or body buffer to get rid of it before you get out the bath.

a bath does remove all dirt it is not dirt just dead skin that is wet that is just rubbing off on the towel by friction of the towel being wet and the dead skin being wet.
