Most of them don't know they're being rude. Anyone can buy and ride a bicycle, and no formal training or licensing is required. Most "rude" bicyclists just don't understand the rules of the road, as they apply to bicycles.

My top three rules that every bicyclist should know...

1. If you are riding a bicycle YOU ARE NOT A PEDESTRIAN, and special rules for pedestrians DO NOT APPLY TO YOU!

2. Bicycles MUST stop at stop signs, and yield at intersections, just like cars do.

3. Right-of-way IS NOT something you own. It's something the other guy gives to you. Even if you think you have the right-of-way, you're the one who's going to get hurt if the car doesn't stop for you!

I think it is because they spend their money on bike stuff and magazines telling them that cars should respect bicyclers more or something. I rode a 21 speed six miles to work for a couple monthes and did see the other side too. Bad car drivers and Euro Style bicycling don't mix. They need more bike trails.

Please rephrase the question so we know if you mean bicycles or motorcycles, and try to describe the rude behavior you are referring to.
