There are many reasons, they are not only to do with you but they could be in his world.
Too many to write about but they are probably related to some sort of fear. This could be fear of actually asking or fear of being in the relationship.
The former can be to do with self image and self confidence. The later could be related to more practical issues or judgements about / fear about how the woman is.
The later is not always grounded in reality. He may want a relationship but not think he can sustain it due to other commitments in his life. In fact in reality the attention he is able to give may be perfectly acceptable to the woman in question. Of course there are many other possible scenarios.
Golden rule is don't assume either way.
The only way to find out is talk, probably indiectly with some probing questions.
Then you will find out otherwise you may never know.

There could be several reasons, maybe because the guy is too proud to date you, like if he dated you it could ruin his reputation. He could also be a player. He could be really busy and not have time for a girlfriend. He could have a girlfriend.
Guys are scum. Remember that. I have seen girls that have been really hurt by other guys. Sometimes i am ashamed of being a guy when i c **** like that!
Never doubt yourself. There is nothing wrong with you. Always remember that you have something unique to offer, and that any guy would be lucky to have you!

Sure, see guys aren't afraid of relationships. They are just worried that they could always do better than the relationship they are in. So that leads to flirting, mixed messages, or even creepy behavior. Or they really do like you and are just to big of ******* to as you out. My solution: alcohol.
