Coffee is a stimulant because it naturally contains caffine. By decaffinating the coffee beans, either by chemical means, or by swiss water treatment, the beans can still taste like coffee, but without the stimulants.

caffeine is a stimulant--coffee is simply the carrier. if you decaffeinate coffee, you remove the stimulant. so, no, wrong, coffee is not coffee in the sense that you mean.
