First make sure both birds are a year old
second make sure the hen has a dark brown cere and the male a deep blue.
It can take up to three weeks for some pairs to bond and mate before eggs appear. If you have had them together for more than 20 days remove the box for a week and then re add it, sometimes the hen will 'hide' in the box so they don't mate.
If she is taking food from him and digging about in the box it might be simply a case of waiting a while longer. Even for bonded pairs it take around 10 days for the first egg to appear.

Birds are not like humans. They only mate when the days are the right lengh long. I am not sure what time of the year is the right time if they was in the wild. Maybe it is somethign you can look up. Then start covering their cage or lights out for that many hours a day to make it seem like spring. You might have to go to 9 hours of daylight then to 10 hours of daylight and then 11 hours of day light to make it seem like spring.
Hell I don't know I can't even make women horny so how would I know how to make a bird horney lol.

Have you thought ahead as to how you're going to take care of the adult birds while they are raising their young? The female will use an incredible amount of energy to raise those young and will need more than seed to stay healthy. Read up on what it takes to raise young birds...it may be a lot more work than you realize.
And what are you going to do with the baby budgies once they are fully grown? Are you going to find them homes, or keep them? The baby birds may not be as easy to give away as you think.

Before pairing your birds the signs are,,?
the hen will be chewing any perches or wood, she wants to build a nest her cere should be light brown in colour going darker .
Cock bird bright blue cere tapping at perches and bobbing his head his eye ires will shrink to a small black dot,
before pairing the birds together feed softfood a egg based variety also a tip is to mix a couple of drops of wheatgerm oil into their seed mixture two weeks prior to pairing this will heat them up a bit.
You won't always see them mating this doesn't mean the eggs are not fertilized, best of luck.

Take the male budgie and female budgie, one in each hand.
Take the male and rub his but on the females but...
He'll get the poiunt, then after that, let them on top of your cage tillt he mate.
