depends if u have 3 days off a week its good gives them a good chance to rebuild but if u workout one day and have 3 days off its almost worthless to work out

Hmmm, ZERO workout, any body part?
The ideal is to train on a rotation of body parts, if you're trying to gain strength and muscle.
Then 3 days off between a muscle group can be very common to allow for rebuilding.
Example:
Monday - Bench Press, Barbell Curls, Lat Pulls, Close Grip Bench (All Upper Body)
Tuesday - Cardio/Aerobic (No real strength training)
Wednesday - Squat, Lunge, Leg Extension, Leg Curl, Calf Raises (All Lower Boday)
Thursday - Cardio/Aerobic
Friday - Repeat Monday
Next week reverse days for upper and lower body.
Following that technique you end up with muscles not being trained for 3 or 4 days. But it's considered a very solid schedule for building muscle stregth and mass.
So, to answer your question, if it's part of your scheduled routine it's not a big issue, but a BENIFIT.

Depends on what state the muscle is in. May be good for recovery. I work out everyday, and every third day a specific group will be worked.

No, but it could mess with your workout schedule... such as, if you stop working out for three days, the fourth day you might say ohhh ill take another day off and start again tomorrow.. tomorrow never comes and before you know it your sitting on the couch, gained 20 pounds, chicken grease running down the side of your face with barbeque sauce stuck to your shirt....

Yup, depending on the intensity of the workout...this time is the phase when your muscles re-build themselves from all the tearing that you did during the workout. So for muscle mass, take the rest while feeding them protein and aminos.

Yes, it does affect your muscles, in a positive way. While not working them out, you are allowing them to rest and plenish with protien, if you are on a good balanced diet of protien and carbs.
