I would use mousse because hairspray turns white and makes little flakes. I used to love FrizzEase mousse. They say the best time to apply it is when your hair is wet, and then maybe a little bit during styling.

If you're using a curling iron mousse is better because its for styling, where most hairspray is more for kind of gluing the hair in place after the styling is done.
Thermasilk, however, makes a hair spritz for use with a curling iron. You spray the hair a section at a time as its put on the iron, and the Thermasilk is activated by the heat. This spray helps the hair hold the curl without "gluing" it (as regular hairspray can) to the point where the curl can't be combed out without pulling out the curl.
If you're using some kind of non-heating curler or curling method mousse is still the best thing, although something that continues to work well (if you're going to leave the curlers in overnight and it has time to dry) is styling gel.
Hairspray is good for when the curls are all out, and you go back and do an all-over spray to reinforce the curls (although too much hairspray can make combing through so difficult you'll pull out the curls trying to comb through it - so if you want curls without glue use only a tiny bit of hairspray).
Most brands work ok. Pantene, Thermasilk, Dove - all good ones.

When styling, I use mousse on the hair while wet... then blow-dry with a paddle brush. When the hair is dry, I use hairspray to help set the curl (before and after curling in moderation for fine hair, and only after for all other textures). I prefer Paul Mitchell mousse, they come in a variety for soft and firm hold (soft is better if you are using a curling iron afterward). As far as hairspray goes, I'm a big fan of Redken Forceful 23. These are just a couple of products I use on my clients... Hope this information helps.

Usually I don't recommend mousse. I have naturally curly hair and I find that spray gel works well. However, Stiff has a mousse called Kickass curls, and it's hands-down the best mousse I've used. I apply styling products as I'm styling, on dampened hair. I work the mousse into my hair and then style.

I use L'oreal's Springing Curls mousse when my hairs is damp and I use a bit of Herbal Essence's Spray Gel when my hair is dry.

Neither.
I find that mousse and hairspray really weigh down my hair and can make it look oily.
I love Dove styling creme. It is extremely lightweight and works great.

Garnie Fruitice has a wonderful mousse that has a medium hold. Keeps the style but isn't frozen into place

hair spray. it's more spread out so after you curl it, it looks natural and not all stuck together. but it depends on what effect you like.
