There is no 'best' answer. The best suggestion however, is to find one that you can relate to and figure out how to photograph it. Plain and simple.
Comparing a philisophical statement to a modern day theme is like comparing apples to oranges. Yes, they have a handful of similiarities (round, food, texture, etc) however there is a world of difference.
If you want to go the way of philosophy, find a favorite one and study his works. If you want to go with modern themes then take some time to read the current events. Some huge ones that pop up in newspapers a lot right now are: Gas Prices, War, Religion, Gay Rights and Terrorism.

hepatitis c! pictures of those giving blood, pictures of a baby, someone receiving platelets, a drug user, a veteran receiving a shot via jetshot gun with a child looking on ((many adults don't know they got hcv during mass innoculation as a child-the same manner as vets), a person in a dental chair, one getting a peircing, one a tatoo, one sitting in a barber chair getting shaved, a doctor giving advice, two people with one handing over their razor....some with active hcv, some who responded to treatment, ones that are severly ill.
you could all do this by showing just their face. expressions say a lot.
*over 4 million in the united states are infected and many do not know they are sick, it is now a 4 to one chance and the new leader in deaths, compaired to that of Aids.
hcv severely affects the quality of life and not all problems are cured with antiviral chemotherapy as the bi-directional diseases from having a chronic illness such as hcv are not reversable.

Immigration is always a good bet. Your title could be "Not Welcome Anywhere."
