Be firm with him. You seem scared or nervous. DON'T BE!!!! I am a teacher at a school for kids who could not behave in normal school. Stay firm, be annoying, by repeating what you want over and over until he does it. Stay on his case. Don't ever give in. Kids and pets are similar. They test you to see where you are weak and make a not of that to use it again later. Be firm with him when you want something done. Other times, you can be the nice parent, but when you want something done, GET TOUGH!! All my students are not afraid of me really that much, but they respect me, they know I am the authority and that I can bring consequences, but that I also care about them and am doing what I think is best for them. Try it.

I say you lock him out of the house. He won't think he's so big if he doesn't have a roof to sleep under. And if he goes to sleep with a friend, you then have the right to club him silly with an iron rod!

1. what are you asking him to do. And are you asking. Telling gets nothing but rebellion.
2. Start taking privileges away. If you send them to their room, to them big deal. They have plenty in their to keep them happy. Take something away... like computer, phone, TV, allowance, etc. Call it tough love.
Eventually, they'll get it.

Hide the mouse and the keyboard until he complies.
Don't give him an allowance. Disconnect the TV.
