The local newspapers only give 2 or 3 listings, but I'm sure there are hundreds more.

I assume you are a wedding professional of some sort?
Taking part in bridal shows usually means that you will receive a list of the attendees, including names addresses and phone numbers.
Other industry professionals usually do not share lists with you as these are very confidential.
You may, however build a rapport with florists or coordinators and they may share contacts with you... it never hurts to ask.
To reach these couples you can; take out an ad in a bridal guide or magazine, get listed as a service on a major bridal site, send your bio to coordinators and churchs or other venues that could refer them to you (but its best to follow up in person or at least on the phone).

Not all couples advertise that they are engaged. So it would be very difficult for you to find a list other than those who have choosen to put it in the local newspaper.

I know our local paper has a website and lists all of the engagement annoucements going back to one month
