Make sure your breath smells good. I don't care what you do, toothpaste, mouthwash, eat a brownie....just make sure it doesn't smell like garlic or have nasty chunks of anything in your teeth.
You could always try to get her to relax and feel horny by offering a back run or a foot rub. If that is too serious for you, TICKLING WORKS! It is playful and physical - it is good to test your waters with a little tickle session.
Dim lights and atmosphere is a major plus. Holidays are good for kissing, as are any type of events - weddings, barmitzvahs, school dances, stuff like that.
You can't make her want to make out with you, but you can increase your chances of her wanting to by setting up a good situation that will give you the best shot possible.

Depends, on the girl and the situation and a place...
it all depends on the girl.. if she's serious, or has a sence of humor... or she wants something sweet...
You can't just out of no where think "Oh this will work for sure" it won't work...
Just take your time.

there is no such thing if the girl is wise enough she will not be dictated or enticed to make out
