If it's just the TV, I wouldn't reccomend it. Not at first, anyway. Find out from you other neighbors if it's bothering them, too. If it is, you're in luck and you can all go to the landlords as a united front and complain. This will make it look less like it's just you being fussy.
If going through proper channels doesn't help, then I'd call the non emergency number for your police department and complain about the noise violations. You don't want to do this too often, but if nothing else works and they're keeping up the whole neighborhood, well, not everything the police do has to do with murder and drug busts.
If none of this works, then the change might have to start with you, lamentably. You might just have to come up with a source of white noise for your own apartment to drown out the distractions from outside. A fishtank or a fan is a good way to do this. if it's really, really loud all the time, then Bose makes some noise cancelling headphones you might have to invest in.

I think you should talk to your landlord first. If that isn't an option then I would let the people know they had one more chance before you called the cops. And when you call the cops do it while the people have the TV on loud and have the officer come to your place first so that he/she can here what you are talking about. I would also recommend writing down the days and times the people are loud and also the times that you contact them. Good luck.

I agree that calling the building manager would be a better first step.
Where I live, it has to be after midnight before the police will respond because someone is being really loud. The police may just tell you that you're going to have to wait until a certain time before they can do anything. Also, calling the police about it could cause problems with them in the future.

When you leave for work they are probably sleeping. Turn your TV on VERY loud just before you go out the door. When they come to you telling you that your television is loud remind them you've asked the same of them and when they comply you will too. If you have a timer on your television or can attach one at the wall plug set it to go off after a couple of hours or so - just long enough to get on their nerves, and where it isn't still blaring when you come home.

watch out, if you call the cops those neighbors of you will be your eternal enemies.
Right now they do the TV thing because they just don't care. But if you turn them against you, people like those can be very bad, and the tv thing will look like peanuts compared to what they could do.
in other words, calling the cops could fix the tv problem, but can also bring some more annoying ones.

you must live somewhere in the south. sorry to hear that.
the quality of the building there is laughable. wood and sheetrock apartments. it's a joke.
they should make any multi family dwellings standard concrete.
there is no way those flimsy wooden frames and sheetrock can keep the noise of miltiple families out.
all apartment buildings should be made of brick, mortar and concrete. period.
just a thought...

You really want to reserve calling the cops as the last resort. You don't want to make enemies of your neighbors it can make things a lot more uncomfortable than they currently are. Write them a formal letter and send a copy of the letter to your building manager. He's legally bound to make sure your concerns are being addressed becuase if they are not, well that's grounds for breaking your lease and not being liable. Good luck!

If all other avenues have failed, call 'em. Or, send them down to radioshack-they have headphones and personal amplifiers if the people have a hearing loss (would be SHOCKING given their trend toward loud noises, lol).
