You do not need a tour operator for that. It is easy to get a train ticket to Xian from Beijing. They even have a foriginers line at the train station. Or you can have your hotel buy you the ticket to make it easier. They will even book your hotel for you in Xian. I stayed in a cheap hotel and they did that for me. Then when I got to Xian a person from the hotel was there waiting with a sign to pick me up at the train station. It was nice and easy. The hotel that I stayed at offered a bus that drove around and dropped you off at all the major sites. Good luck, I say do it on your own.
