This is not a problem. Breakers protect the wiring AFTER the breaker. However, with that in mind, make sure that the wiring used between the generator and the concession stand will handle the full 30 amps.

Yes, If you pop a breaker your running too much for the 30 amps, you should be fine.

Sure - the fuses only affect "downstream" amperage. Which is to say, they'll be fine unless you connect more than 20 amps to one of the fused circuits, in which case the fuse will blow, as it should.

Lots of people use 15-amp or 20-amp fuses with full house current behind it and all is well.
