No it is a separate phenomenon. In the church as it developed over the years they were separated by age. The baby was baptized in water to cleanse from original sin and later after the "age of accountability" they were prayed over for the Baptism in the Holy Spirit.
From the Gospel of John: 5Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit. 6Flesh gives birth to flesh, but the Spirit[b] gives birth to spirit. 7You should not be surprised at my saying, 'You[c] must be born again.' 8The wind blows wherever it pleases. You hear its sound, but you cannot tell where it comes from or where it is going. So it is with everyone born of the Spirit."
The second chapter of Acts is the famous one where all the disciples of Jesus were Baptized in the Spirit.
In Mark 16 Jesus explains what the normal Chirstian life should expect:
17 And these signs will accompany those who believe: In my name they will drive out demons; they will speak in new tongues; 18 they will pick up snakes with their hands; and when they drink deadly poison, it will not hurt them at all; they will place their hands on sick people, and they will get well."
From Acts 19 this is the most telling of the difference:
1 While Apollos was at Corinth, Paul took the road through the interior and arrived at Ephesus. There he found some disciples 2 and asked them, "Did you receive the Holy Spirit when [a] you believed?"
They answered, "No, we have not even heard that there is a Holy Spirit."
3 So Paul asked, "Then what baptism did you receive?"
"John's baptism," they replied.
4 Paul said, "John's baptism was a baptism of repentance. He told the people to believe in the one coming after him, that is, in Jesus." 5 On hearing this, they were baptized into [b] the name of the Lord Jesus. 6 When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues [c] and prophesied. 7 There were about twelve men in all.
Do not take the excesses of some as an example of all.

The subject you bring up is one of much controversy in some Christian circles. On the one hand you have the Pentecostal/Charismaniacs who claim that if a person hasn't demonstrated "the evidence" of speaking in tongues then they have never received the indwelling Holy Spirit. On the other end of the scale of extremism you have the fundamental cessationists who claim that all sign gifts stopped operating in the body of Christ after the last of the Apostles died. In between that mix you have people claiming that they have had a second experience after being saved and some of them call this "the baptism" of the Holy Spirit.
I've talked with several Pastors who have the gift of speaking in tongues about this subject and they say the same thing. When a person is born again they receive the Holy Spirit. One Pastor said he didn't receive the gift of speaking in tongues until he had been a Christian for about 14 years. Before that he was still an annointed teacher of God's Word and it wasn't like he suddenly became "Super Preacher". The other Pastor teaches about this subject and he says that being a "spirit filled" Christian has nothing to do with a "one time event" where someone receives a "baptism". He says that he knows many Christians who claim to have been baptized by the Spirit who talk in tongues on Sunday and yell at their wives the rest of the week.
The Bible says: "For by one Spirit we were all baptized into one body--whether Jews or Greeks, whether slaves or free--and we were all given to drink into one Spirit. 1 Corinthians 12:13
If someone has a "second experience" it either means that they never had the Holy Spirit in the first place or that they had an experience of being filled with the Spirit that had some significant manifestation like speaking in tongues. As a word of caution, there is evidence that some people in the Pentecostal/Charismatic movement have been filled by a deceptive and unholy spirit because they followed false teachers and tried to open spiritual doors that God wasn't leading them to open.
1 John 4:1 Beloved, do not believe every spirit, but test the spirits, whether they are from God; because many false prophets have gone out into the world.
1 Timothy 4:1 Now the Spirit explicitly says, that in latter times some will fall away from the faith, giving heed to deceiving spirits and doctrines of demons,

Well, it depends on who you ask.
Here's the way i understand it...
When you accept Christ by faith, as the only atoner of your sins, this is called the born again experience. Supernaturally, God's spirit regenerizes our spirit. Is this the Baptism of the Holy Spirit, well, depends.
It can be, it could be, but not necessarily.
Look at it this way....if i ask for a full glass of water and you bring me one, it most likely has just a little bit of space at the top of the glass where there is no water. Before you had jesus....your glass was empty. When you got jesus...your glass is now full. Depends on the person and how much filling they receive....Back to the glass....if you put the glass under the water and allow it to OVERFLOW....this is the example to the Baptism of the HOLY SPIRIT. The overflow sometimes comes at the rebirth. Some times it comes with prayer....Why? i dont know.
My experience was 2 seperate events. I know that i know that i know that i was regenerated on Sept 30, 1990, the date of my rebirth. But i wasnt Baptisted in the HS until almost a year later, with the evidence in speaking in tongues.
I earnestly had to focus on God and let HIM have control of me. Some people reliquest all control at the rebirth and most likely receive the Baptism as well.

I can't answer your question point blank. I wish I could.
I know that I would not be able to overcome anything without the Holy Spirit. If I wasn't sure I would definitely pray for it.
Luke 11:13 If ye then, being evil, know how to give good gifts unto your children: how much more shall [your] heavenly Father give the Holy Spirit to them that ask him?
But then you have a verse like this one which it appears its a package deal.
Eph 1:13 In whom ye also [trusted], after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
Eph 1:14 Which is the earnest of our inheritance until the redemption of the purchased possession, unto the praise of his glory.
So I answer a Hardy "I don't know". And thank God that I have the Holy Spirit at all. For we can not say Jesus is Lord outside of the Holy Spirit and can not take a breath outside of GODs will.

Acts 2:14 but people get carried away on emotion and they claim that God is in them, while they act crazy. The link below has several video examples which document this. I saw Benny Hinn on the weekend (and others) on TV and they were really bizarre. $$$$$ makes the world go 'round.
