The better way of saying that is "The left hand doesn't know what the right hand is doing." Meaning that there are too many chiefs and not enough Indians. In a large company many departments may be unknowingly undermining the other.

"He is amoral" meaning he has no concept of what is right and wrong.

The "left hand-right hand" symbolism has something to do with the capability to know right from wrong--in short, morality.

There is another parallel to this: "Do not let your right hand know what the left hand does and vice versa" (more often than not an aphorism of politicians).

Not very clever/practical

Another Irish expression

"He wouldn't let his right hand know what his left hand is doing"

He is so sly (or mean) he would not let anybody know what he is up to.
