Okay. So the first dance of the year for my high school is coming up. I was planning on asking this girl who I really like and know pretty well. But then, my sister (who went to this school) said it was "a mixer" meaning no one is supposed to have a date. And the student council was like, "this is not a date dance!". So my question is, is it still okay for me to ask this girl to the dance or should I just wait for like homecoming?

If this is a mixed dance, everyone can dance with anyone in the dance. And it is not allow to have a fix "date". So, I think you can invite her for a dance in the dance floor and no need to ask her in advance. Of course, before the dance, you can still talk and show her that you "want a dance with her".
