This one guy and I basically dated 2 years ago... he was totally immature and mean after we stopped dating, now two years later, he's so much more personable, almost like a different person... i feel like there are sparks, but i dont want to get my hopes up...

Take your time. If sparks are there, let them develop into flames. Talk to him, hang out with him, let him know you're interested, without being pushy or over-flirtatious. Respect him. What will be will be, and if he's got feelings for you, then it will happen.

Maybe he's grown up a little, I don't mean to sound overly optimistic because no one changes overnight, but it's possible he's matured a bit. You are right not to wear your heart on your sleeve though, just in case he's still not worth your time.
