This guy and I have sort of flirted back and forth with each other. But then he jumps back so I jump back. Recently I had to get something from his department, I went with this lady. He came over to the window. He just looked and me and smiled. After I said we need one of these papers back. He kiddingly went ugh. Then he just looked at me and smiled. We kept each others gaze for like 5 seconds. This happened a couple of times. I then looked down at the papers the lady was trying to get back. He also looked down and didn't look up at all again. Why do you think he may have did this? Also when we looked at each other I felt as if that lady wasn't even there. We were the only two there.

Just be patient. Maybe he doesn't know what to think either. He may be as confused as you. Maybe he is not an outgoing or forward person. Also, maybe there is someone in his life and he doesn't know what to do about the whole situation.

Maybe he didnt look back up because the other lady caught you two staring? I've had that happen to me before. Or maybe he thought he was being cute and funny.

Just kidding. He's probably just shy, give him time, and keep going back until he gets used to seeing you. Given time I bet he'll be looking you in the eyes before long.
