You don't need your social security number for anything except to apply for benefits at the Social Security Administration.

It is unlawful for anybody anywhere, including government entities, to force you to divulge your social security number.

Just tell them you're not a resident of Washington DC or any federal enclave and you don't have one.

Yes you do need a social security numberin ANY state to get a drivers license.

They (DMV) are especially particular about this since 9/11

It's called "the Patriot Act"
