Medical card fees work like insurance companies. Each state has an agreed upon fee payable for procedures. With insurance the DR who accepts a particular insurance plan has a pre agreed upon fee for the procedure.
What you might pay in KY for state aided treatment and what you might pay in CA for the same procedure is very different.
Most states will not cover abortion by choice on a medical card. It would have to be a situation where the mothers life was endangered for them to cover.
