You should take the legality seriously. You need to know who and when you can shoot, to be blunt. You need a CCW permit. And you need to think through strategies. Having a piece doesn't make you safe and can actually work against you.
I thought my Kel-Tec P11, 9x19mm ("9mm" Luger) was the ultimate, but was very prone to jam. Kel-Tec also made a .40 S&W--never fired one, and I now own a Kel-Tec P32 (.32 ACP), which is surprisingly reliable. I concealed it in my bathing suit on the beach!! It has a belt clip, so you don't need a holster. Thats a gun for point-blank headshots. You'll find it as a backup to my H&K P7M8, 9x19mm. H&K products are absolutely reliable. I have fired almost 4000 rounds through the P7 with <0.1% jams! That is to say, in 10 years it has jammed 3 times. It is extremely expensive and must be maintained well, but is as deadly as a full-size 9mm. The P7 is the safest and fastest handgun ever made. Glock is as fast, but not as safe.
Think this through very well before you act.

The 8th time?! I'm sorry to hear. I strongly suggest NOT carrying a gun, especially when the thugs themselves carry guns. It sucks BAD getting mugged consistly but pulling out a gun on thugs carry guns might poosibly get you killed. Would you rather get killed or robbed? I think I'll take the latter. Try to carry less money, important documents, walk in lighted/populas areas, etc. Try not to have a violent confrontation with a thug. That's when a robbery turns into a homicide. If you HAVE TO face a thug, learn a martial art, work-out (getting big might give the thugs 2nd thoughts about robbing you), pepper spray, etc. Wish you the best.

You need to move to one of the 47 states which allow concealed carry. I just sent in my renewal for my 3rd permit. I have a hard time believing the police would advise you to run away after shooting someone...sounds as if they know very little about the law. I carry a small .380 in the summertime placed in an ankle holster. It is a Colt Pony; they are not easy to find and cost from $500 to $800. Isn't is strange that liberals want to take guns away from good people and allow crooks to keep theirs?

If you have been mugged that many times, something is terribly wrong somewhere. First, I would suggest you take a concealed firearm course so you could carry one legally and learn how to protect yourself without going to prison. A .38 hammerless snubnose is a perfect personal protection weapon. They fit good in the small of your back or ankle and there is no hammer to get hung on your clothes. Autos jam. There are also derringers that are very small with large cal. Don't neglect teargas, tazers, and big buddys.

I do understand your situation, but still I suggest you should read this first before buying a gun:
http://www.csgv.org/docUploads/2003%20Briefing%20Book%2Epdf
An important quote from p.42:
+++
Guns in the Home and the Myth of Self-Defense
Guns are rarely useful for self-defense. They only
increase the risk of death and injury and create a
false sense of security. A gun kept in the home is 4
times more likely to be involved in an unintentional
shooting, 7 times more likely to be used in a criminal
assault or homicide, and 11 times more likely
to be used to commit or attempt suicide, than to
be used in self-defense.
Even police officers, who are trained in handling
weapons, are at risk of having their gun used against
them. A study published in the American Journal of
Public Health found that twenty percent of police
officers shot and killed in the last 15 years were killed
with their own firearms. Research also shows that
the use of a firearm to resist a violent assault actually
increases the victim’s risk of injury and death.

Check out some more of the statistics in this doc. I'm not saying you shouldn't buy a gun, but not owning a gun could in the end be safer than owning one.
If you own a gun, you should know how to handle and maintain it, and learn about the safety measures you should take. So you best take safety and shooting lessons. In reality it's way harder to hit a target than you see in the movies, especially when the target or targets are not waiting for you to be ready.
Make a wise decision.

Don't jump to the gun. from the sound of it, you need something to protect yourself. Begin rather than with traditional self defence like karate, start with something that will quickly take down someone like Krav Maga and mixed Martial Arts.
If you really need a gun, I hope you know what you are doing, if you're over 18, you should be able to apply for a weapons permit. If your state allows you, you can purchase tasers online.
If all else fails, move. Move to a city with a loer crime rate. Just get out of there

If you are serious about owning and carrying a weapon, you should be doing research somewhere else. This is not the venue for something like that. CCW permits are not handed out just to anybody.
Do some proper research.

I'm not going to suggest that you get a CCW permit; that's between you and the law.
A really good gun that I use is a Smith & Wesson .32 H&R Magnum revolver. Rather expensive (around $500.00), but worth every caliber! Small, fits easily in your pocket and packs one hell of a punch at close range.

I think what you're lookin' for is a Cal-tek 9mm. Most cops carry these as back-up guns. Small enough to put in your pocket, powerful enough to ...Well it's a 9mm...use your imagination! Being a 9mm short barrell gives you about a max effective range of roughly 10 to 15 Meters.
