You didn't say in which country you live. That would make it difficult for people to help. Here on this site, we've got people all over the world trying to help but you have to be more specific about where you live.
Also, you said themed raincoat but what theme? Any particular cartoon figure? Children in different parts of the world admire different ones.
When you go on Ebay, did you ask for "themed raincoat"? Maybe it doesn't understand you. You have to specify which cartoon figure and then you'll stand a better chance of being understood.
Lastly, why is it so important to get your little girl a themed raincoat? Don't you think they are a bit of a rip-off? I think if you can help it, it is better not to develop in your daughter a taste for these things. It is not necessary for a happy childhood.

I know Target sells the Disney Princess, Strawberry Shortcake and Dora stuff. I don;t know if they have raincoats but I'd definitely check.

I take my 4 365 days previous into the dollar save and permit her p.c... She loves with the flexibility to leaf with the aid of each and every thing and make her own judgements. Spending rather some money on toys at this age is a waste of time. they have a stable mind's eye and are pleased with trouble-free issues.

Try the brand "Kidorable" they have firemen, frogs, fairies, etc. Really cute stuff with matching umbrellas, boots, packpacks, etc. It's a bit pricy, but not too much.

why not get her a plain one and then customise it yourself?
permanent markers with some glitter glue may help (just be sure it is PVA glue with the glitter not just the bog standard soluable sugar glues)
