They're pretty close to being about the same size, but i think the American Bull dog is more muscular (I could be wrong though)
American Bull Dog
Height: Males: 22 - 27 inches; Females: 20 - 25 inches.
Weight: Male: 75 - 125 lbs.; Female: 60 - 100 lbs.
Bouvier Des Flanders
Height -- 25 to 27 inches at the withers.
Weight -- 90 to 120 pounds.

A well bred American bully would by far be a stronger dog, check the national dog pull association records, an American Bully can out pull a Pit bull by about 400 pounds, the record pull was 6200 pounds pulled my an American Bulldog

depends by whatyou mean by bigger and tougher, a bouvier is definatly bigger, but pound for pound a bulldog is tougher, a bouvier is faster, and has a herding ability, but a bulldog, esasier to groom and more of a clown. bouvier don't have as many genetic diseases as a bulldog, so it all depends on what you arelooking for i a dog.

I don't know why you would want to know but, I believe that one breed is just as 'tough' as the other.
