Depends how you use them. If you use them to write an essay and don't site them as a source, that's plagerism. If you use them to get ideas for an essay but site them, that's perfectly acceptable (I've cited Wikipedia as a source on lab reports before, you just have to have enough other sources to back you up). If you use it to help you review a book you've read before a test, that's prefectly fine (I do that all the time). If you read the Sparknotes instead of reading the book, there's no rule against it but it generally hurts your education.
I had a history teacher in 10th grade who once brought the Cliffnotes for a book we were studying as a literary analysis of the book. Granted I lost what little respect I had left for him when he did that, but it certainly isn't cheating to use one or more secondary sources in your analysis of a work, and Sparknotes are basically just a secondary source.

but yes it is not your work so its cheating, the purpose of learning isnt how to cheat well but howe to think for ones self...
so if we get a job via using internet fast answers what happens when the power goes off does the dr tell patient oops sorry i cheated on that test? GOD I HOPE NOT

Have you read the book/play, etc.? If so, it is not cheating. You are using this as a supplement to what you have read.
If you haven't read anything, it may be considered cheating.However, the teacher will figure it out, because you don't know the "details" of the story. You will be found out soon enough.

Not if you don't put what you learned in them in your papers without citing. And I would say most profs hate to see cliffsnotes as a works cited entry. They are ok for tests though.
