Usually if a dog becomes pregnant, it's the female's owner's responsibility. They should have had her spayed. Short of a DNA test which is expensive, there is no other recourse for the neighbor's dog other than to get their dog spayed after the pups are whelped and find homes for them. Getting your dog neutered would help keep him from roaming as well.
And Mickey...you cannot sell live animals on eBay.

Good for you to help your neighbor out. Helping to purchase some puppy food and maybe even offering to help with the vaccines while your neighbor own the pups is a helpful gesture. Definitely helping to find homes for the puppies will help out.

well eventually when she has them and all the pups look like your male, then the truth will come out. I would tell them that you think it was your dog. Then offer to help find homes. They might be excited to have pups, the worst that can happen is you will get stuck with half to get ride of. After all it takes two to tango.

Then offer to pay half the cost of spaying the dog. And get your dog neutered so this won't happen again.
