it's when you monitor your own heart rate and breathing which enables you to control it better.
For example, if you have high blood pressure and you can use relaxing techniques while you are hooked up to a monitor that way you get immediate feedback to see if its working.

I do personally know someone who used it for blood pressure.
She found out that she totally stressed out when certain people's names were said.
