Probably not- it's still not a standard feature on PCs and the E310 is rather basic, but since you customize Dells when purchasing them, anything is possible.
Firewire cards are only around $15 brand new or less than $5 on Ebay... In the meantime, you could use a USB cable instead (if you camera supports it)

Since Dells are custom made you should do a little bit of investigating. Look on the back of your computer where all the wires are. If you see a place to plug a wire that looks similar to a USB port, but one side (the height, the narrow dimension of the socket) is trapezoidal instead of just a rectangle as a normal USB port is, then you have firewire. another good way to check is to try and plug that firewire into every port you can find in the back. if it doesn't fit easily into anything then you don't have one!

i don't know because dell computers come custom made so only you know that answer. i didn't have one in mine so i installed one. i bought one on ebay for $1.00 yea they are that cheap. got it in the mail, opened up my computer and installed the hardware. didn't need any software or driver installations, comes built in to the card. good luck!
