First off, why are you spying on your new girlfriend on the toilet?
If you want to do it, suggest it in a foreplay-type of mood. A few drinks should help smooth the way (pun probably intended).
Warning: Be prepared to join in the festivities though... maybe if you want her to groom, she might want you to as well... :)

First, you shouldn't be spying on her. However, to address the concern, you should maybe bring it up in general conversation as to see how she feels about others shaving before you begin to ask her to shave hers

You answered your own question you cant "force" her into doing anything unless she wants to do it herself without feeling bad!!!!! Mention how sexy you have found certain trimmings in the past, or buy her vouchers for a wax??? Be nice and complimentary what ever you do!

Start saying things like..."Pubic hair is such a pain, especially when it gets in your mouth and you have to stop everything to dig out a loose hair." or "I could eat you for hours just as long as you don't have pubic hair." or "I really love those designs you girls make with your pubic hair."
To be fair, you should be shaving yours, as well. If you don't, then you are N~A~Y~S~T~A~Y!!!

All you have to do is talk about stories of people you know saying gross things about not shaving there. Try not to act to suspicious about it though. Just bring it up once in a while and be sure she knows how gross it is to you. She'll eventually shave it "without you knowing" that it was ever there.
