As long as no one is injured, waiting is not a problem. It is OK to let the parents handle the matter as they are the policy holders. The son can get some repair estimates and write down all the details of the accident.
The son should make a record of the other person's name, address, insurance company.
If the police were called, the son can request a police report.

He should report it now. He doesn't have to make any decisions about what he is going to do about vehicle damage (he can't anyway, as he is a minor and not the insured) but he should still report it. The company can do the follow-up when his parents are home. It won't be a huge problem if he waits, as there is a legitimate reason (it's not his policy, he's a minor) for waiting.
He could also contact his parents and have them report it from where they currently are staying. That's maybe a last choice.

He is 17 -- he needs to let his parents handle this. It will be OK, the insurance company is on HIS side and they handle things like this everyday. They cannot legally process this claim without parents permission anyway. Chill.....

call the car company insurance file it and put the claim in also did u put a police incident report if u didnt i hope u have all the info, file that

Deal with it now. It needs to be documented so it is covered. If one waits, it may have to be proven that this is what really happened, and maybe in loss of insurance benefits.
