or "I'm not being funny but..." - why dont they just have the balls to say - "this may offend you but I'm saying it anyways" ??cos that's what they really mean(no disrespect to you though!!)

For the same reason they say: "Sorry to interrupt" and then go right on to interrupt you.

Three possible reasons for you:
1. They don't mean it disrespectfully, but are worried you might interpret it disrespectfully.
2. They have something important to say, but can't find a way to say it which doesn't sound disrespectful.
3. They want to say something disrespectful but don't want to face the consequences.

Personally when I tend to use it it's the second one. An example would be if a female friend of mine asked why blokes didn't fancy her, then my reply might be, "No disrespect but you're a little overweight. The average bloke will find you more attractive if you lost a bit of weight." People in general don't like to be told they're fat, but sometimes it needs to be said. And when it does need to be said it needs to be said tactfully. The phrase "no disrespect but" helps with the tact.

Most (not all) people say this because they want to blurt out thier frustrations and opinions (often offensive to others) without any negative consequences.

In other words, they want to be the offender, but not the offended.

Because they think they can get away with what they are going to say. I was wondering this myself. Its like they think the other person is so stupid. But really its a clue that they are going to be disrespectful to you.

you are asking why do people differ from your opionion...

they are somehow thinking they won't hurt your feelings but it is really just saying....i disagree

sometimes, it could be a simple matter of not knowing how to put it in words that wouldn't sound disrespectful.

Its coz theyre too cowardly to say what they think and stand by it. in my opinion people should either say wht they think and make no apologies for it, r shut the feck up!
