This guy will flirt and then backoff. But then whenever we're alone, He'll make a point of really smiling at me and staring into my eyes. I mean it's an intense stare. Do you think this is just another way of flirting and it doesn't mean anything?

Ladies....NEVER never never second guess or make excuses for a guy. If a guy IS INTERESTED, he WILL simply ask you out and do whatever it is possible to date you. Read the book "He's Just NOT That Into You."
