Cindy's eyes are dark because dark is dominant. William's eyes are light because that's his genetic make up. Their children could be either depending on whether or not they inherit Cindy's dominant dark gene.

Darker eyes are dominant, lighter eyes are recessive. According to a punnet square: 0:2:2. Half of their children would have dark eyes, and the other half would have light eyes.
