You are most likely referring to James Stewart the actor. However, when seeking the source of this quote I haven’t been able to find a cite attributing this particular quote to James Stewart. However, that doesn’t mean that he didn’t use it.

Most sources attribute this quote (Happiness is not having what you want. It is wanting what you have ) to “Unknown.”

I did find a source that attributed this same quote to Rabbi Schachtel - (1907-1990). Hyman Judah Schachtel, Rabbi of Congregation Beth Israel, Houston,qv son of Bernard and Janie (Spector) Schachtel, was born in London, England, on May 24, 1907. When he was seven years old, his family sailed to America aboard the Lusitania and settled in Buffalo, New York, where his father was a cantor.
