If you skip the wine and desert, you can eat at the View, which is the revolving restaurant at the top of the Marriott Marquis in Times Square. The service is top notch, and the view is incredible. As long as you stick to the entrees, it should run less than $75 for two.
If you budget is lower than that, Paesano's in Little Italy. Forget Umbertos, it's way too touristy, and the food is not good. At Paesano's, the food is traditional Italian, it has a nice dark atmosphere, and you can easily have dinner for two for less than $30

Go to Lombardi's for Pizza and then Cones for Ice cream. Not very expensive but amazing food and lots of fun - both are on the lower east side.

I hope they have a McGrath's Fish house because it is very good. Look it up and if they do it's perfect and delicous, even if you don't like seafood.
