Yes, the hair does grow back. With shaving, it also grows back bristly and darker, and on her bikini line ("down there") she risks getting ingrown hairs, which are red and itchy.
But not many women want to just stay hairy!! There are lots of other hair removal methods besides shaving. The most common are:
Waxing - painful, but you stay hair free for up to 6 weeks! The skin stays silky smooth, and the hair doesn't grow back darker/stronger. You can buy strips from a drugstore, or go to a salon
Sugaring - same as waxing
Depilatory cream/mousse - you can buy fairly cheap cream from a drugstore. Just smooth it on, and about 10 mins later you will be hair free for up to 3 weeks. The hair doesn't grow back darker or stronger.
Epilation - the hairs are pulled out by an epilator. Very painful, and the epilator can be quite expensive, but the results are good (pretty much the same as waxing)
If your friend does want to shave, it's essential she uses a good razor (not a blunt one, or the one her dad uses for shaving his beard!) otherwise she may cut herself. She should wet her legs/armpits in the bath/shower, then smooth on shaving gel. Then shave very carefully. I wouldn't recommend disposable razors, as its very easy to cut yourself. The best razor out there is definitely Venus Vibrance from Gillette. It's not a good idea for her to shave "down there" though, as it's easy to slip and...ouch
There are also permanent hair removal options such as lasering, but I get the feeling that you're young, and this might be a bit pricey for you! What I do, I shave my underarms, then get my "down there" and legs waxed at a salon. Hope this helps! take care x

Of course it will grow back, but at a certain age, it becomes a part of a woman's routine to shave the minimum of her underarms and legs....at least in America. It is extremely unattractive, and can cause body odor otherwise. As far as "down there", that is something that is up to each person individually, and I would make sure she is actually ready to do that and question why.

The hair on my legs and underarms does not grow back I had laser hair removal. She should do that it is awesome. It is a bit pricey too. So if her parents don't have the money then she will have to shave or use one of the less expensive options.

Yes.. But I can't imagine not keeping my underarms and legs shaved. You just have to do it regularly once you start.
I'm guessing you and your friend are not from the US? As for "down there"--it will also be prickly when it comes back in, which can be un-comfortable. If she doesn't have hair that shows when she wears a bathing suit, I suggest waiting to do that.

Yes the hair will grow back, but it depends on how long u want it to stay away shaving regularly in tha shower will keep the hair away for a short period of time. There is no acual way to keep it away forever but there is a way to keep it away for a long period of time.

Hair folicles are dead cells. Cutting them or shaving them will not affect how they look later in life. However, trimming the hair will make the hair appear more coarse, until it grows back to it's original length.

well... normally when a girl hits that time the hair will grow and you have to shave thoes places and when the hair startes to grow back you shave it again and then you have to do that till you die so theres the only way you can do it does that help???

it does grow back, though i find waxing last longer and the hair tends to grow back thinner and softer. And after a while i notice i have a few bald spots on my legs where the hair never grows back.

Of course it will grow back and it will not grow back darker and thicker....
She is just going to have to keep shaving the rest of her life...
Just like a man has to shave his face if does not want facial hair.
She will have to shave her legs, pubes and armpits...

Yah, but thats kinda why people do it more than once... Or she could wax so it wouldn't grow back as quickly......but i honestly wouldn't recommend shaving 'down there' because it itches like crazy when it even slightly grows back./...and you probly dont want to have to itch there in public!
