To me it is very simple:
War is necessary when all attempts at diplomacy have failed or in complete self-defense.
Examples,
Gulf War - Kuwait was our ally and had been invaded by Iraq.
WW2 - We were attacked at Pearl Harbor and Hitler kept promising to stop invading other countries but it was evident he intended to conquer most of his region.

War becomes inevitable when all avenues for peace has been axhausted. This should occur where the aggrieved party has channelled his grievances to the appropriate body, a proper mediation committee has listened to both parties and the aggressive party failed to comply with the recommendations of the mediation committee, then in this case war is necessary.
Where there is an outright attack on a country and the invading country continues its invasion with reasonable force then war is inevitable. Since self defence is not an offence.
But anything other than the aforementioned would amount to an unwarrented use of force.

When, in defense of your home or family or community, there are those who would use force to take away your life or liberty.
In other words, defensive war only. Not invasion. Not imperial conquest or nation-building.
